Website design is complicated and fast moving. Recently there has been a trend toward static websites (such as this Resonanz website, and this one, this one, and this one) because they are super fast and difficult to hack. Hosting is also less expensive.
A small static website with around 1-10 pages will likely cost you less than $1000 NZD + $240/year for hosting (+ GST).
Whatever you choose, make sure your final product scales nicely (is "responsive") across all screen sizes, from mobile phones (portrait and landscape) up to wide screens.
